I'll say that perhaps the best place I found for grinding in my early 60s was on the Unstable and Rogue Voidwalkers to the far southwest of Hellfire Peninsula. I ran a circuit through the Warp Fields that ended at the Ravagers on one end and the south side of the Expedition Armory on the other, and this allowed me to farm 15 Primal Shadow and hundreds of runecloth and netherweave at a relatively low level (for Outlands). Six hotspots were enough to encompass nearly a dozen different kinds of mobs.
The Voidwalkers are especially good because they tend to be very centralized around the Void Spawners, which is perfect for chain-pulling mobs until you need to rest to regen mana/hp. I'm sure that there are better places to grind, but personally I was very happy to begin collecting Primals at such a low level.
