Well, I actually have no idea who made it. But you can buy the official version if you like at: [Only registered and activated users can see links. ]
Personally I dont want to spend money on this kind of program, when you can DL it for free.

I think it is mostly meant for monitoring program transfer rates (internet) and be able to "strangle" them for your own benefit.

Maybe if a program is using up too much of your bandwidth and you do not have a built in capability to lower the UL/DL rate, this would come in handy.

Works as intended, but you still need the Warpforged key for heroic mode, of course. This might be considered mildly useless since a rogue with enough skill can lock pick it, or another person with the key can just open it for you. This should theoretically work for all locked doors, just go outside of the view distance (until the door disappears from the world, and is no longer being rendered) and enable netlimiter and have at it.

Correct, does work exactly as you discribed it.
Will post another usage for it tomorrow. (If I can find a ~20 alt on some acc :P)

I dont know tbh, but the good thing with Netlimiter is that it works for all programs (or does Piggy's strangle your overall connection?)
