Easy way to make a 2.1.X Server

hey im trying to connect i click login server and antrix and they just flash and go away plz help

My logonserver.exe and antrix.exe fail every time I try to run them. They don't minimize but just fail.
It says:
"Application Error"
"The application failed to initialize properly (0xc0150002). Click on OK to terminate the application."

I did evrything like you said but when i open the antrix.exe and logonserver.exe they still close after some secs.
when i try to log it alwais says "unable to conect"
