"color=#BBGGRR" in hex digits.
I.E. "color=#00FF00" would be a pure green color.
So something like this:
<font face="NORMAL_BOLD" color="#0000FF">I'M RED!</font>
I know it works internally, but didn't try it on the command line yet..

Opps, I see Glitchy did mention in a previous post, but I'll leave it since it show more details..

Edit:The following image was created by me, I did this today because it's hard to see what the fonts look like with out a picture. It also just saves time for other people. Peace
